How can William Regal be under-utilised, if under-utilisation of talent does not exist? I will really appreciate an answer, because this one has me thinking.

I don't re-call saying that underutilization of talent doesn't exist and if I did I misspoke. It's no different than an athletic team where there are players that don't get the time on the field that they need. Regal is a top hand, seems under utilized to me at times but is one of the key reasons I enjoy watching ECW.
